In Edo period, people couldn't use it without permission. If they used it, they were punished severely. Because this mark was symbol of SHOGUN.
Since Tokugawa administration had collapsed in 1968, we've been able to use it without permission from Tokugawa family.
People drop their heads in front of this crest on Japanese period play.
